Project Noel

It is our privilege to return to Hanover County. Our company, the Luck family and our associates have many ties to this area of Virginia. Our Corporate Aviation Division resides in Hanover County, and of our nearly 1,000 associates, 53 of them currently live and work in the county. These roots and connections are important to us as a family-owned and operated business.

Project Noel

In naming our new site “Noel,” Luck seeks to capture and celebrate a unique moment in Hanover county's history. 

 

The community of Noel was named for John R. Noel, who sold a right-of-way through the middle of his property to Chesapeake & Ohio Railway in the early 1800’s.

For 76 years, Noel’s post office was run by Mrs. W.T. (“Percie”) Anderson. Each year, people from all over the world mailed their Christmas greetings to Mrs. Anderson, who postmarked each with an angel stamp from Noel. The post office closed in 1969 when Mrs. Anderson retired.

COMMITMENT TO COMMUNITY

With local roots that go back to the late 1800s, the Luck family has always felt a part of Hanover County.

Luck Companies' connection to Hanover County dates back to the late 1800s, when the Luck family first purchased a property known as "Lakeview" in 1898. For generations, the land served as a cornerstone of family and community life. In 1946, the Luck family expanded their ties to the community by opening The Clover Room — an ice cream and sandwich shop operated by Luck Dairy — which became a local favorite until its closing in 1978.

Today, the legacy continues. Since May 2020, Luck Aviation has been proud to call Hanover County home, utilizing this historically significant location as a key operational hub for associates across the company. The company's deep roots in Hanover County reflect a history of growth, connection, and community that continues to this day.

PROJECT OVERVIEW

Currently, Luck Stone is seeking a Conditional Use Permit on approximately 1,300 acres for an aggregate operation along with a Special Exception Permit for both an asphalt and concrete manufacturer. 

As shown on the General Development Plan (GDP), there are proposed vegetative berm buffers surrounding the property at full build-out, and approximately 60% of the site will remain in open space. The plan includes a proposed rail crossing at Verdon Road to reduce truck traffic and indicates that the project will be completed in phases. Additionally, we are excited to propose approximately 25 acres for community use that we hope to gain citizen feedback on during the public process.

Fairfield County’s Town of Ridgeway Parade

Our closest township to our Fairfield plant is Ridgeway, which hosts an annual Christmas parade. An important component of celebrating our rural community is supporting outdoor family time. Parades provide that perfect opportunity for Luck associates to join in the fun.

Chester County’s annual MLK Parade

Luck Companies looks for ways to promote a more inclusive world. Participating in Chester’s Martin Luther King, Jr. parade each year brings out the best in all of us.

Spartanburg County Cupcake Fun

When it comes to learning about mining in school, you can have your cake and eat it, too. Luck associates enjoy presenting the mining industry to students and then challenging them to decide whether their potential mining site (a cupcake with multiple layers of color) is suitable for a future quarry. Their reward for completing this task is consuming their sweet treat!

Our new neighbor in Saluda County

Wesley Chapel on Double Bridges Road sits near the entrance to our future site in Saluda County, SC. Its beautiful granite outcroppings will frame a future parking lot, play area, and gathering place, which will be designed in partnership with the church and available to parishioners and their neighbors, families, and friends.

Thanksgiving Dinner for Enoree Residents

Our Enoree neighbors were hit hard by Hurricane Helene in the fall of 2024. By late November, things still hadn’t completely turned around. Local Luck associates joined up with church volunteers to prepare and serve a community dinner to over 100 residents.

Edgefield County Summer Camps

In Edgefield County, Luck sponsored the first countywide summer camp program, which featured the arts and outdoor sports. This mural, painted by students in the first week of camp, kicked off a summer of “Loving the Outdoors.”

Saluda County’s Food Distribution Program

Each month, Luck associates join other community members to organize bags of fresh produce, grains, and canned goods for distribution to approximately 150 families in Saluda, SC and neighboring counties.

Chester County STEM Night

Luck Companies is about more than stone. In fact, we are all about igniting human potential. At STEM events, we often bring along an electric table for hands-on learning about how electricity is used not only in our plants but in so many other careers.

Sponsoring Youth Sports Teams in Kershaw County

Preparing the Next Generation

It was our honor to partner with Chester High School to host a Career Readiness Day for their entire graduating class! The event provided seniors with mentorship opportunities and one-on-one guidance to help navigate their next steps.

Giving Back to Atlanta

At Luck Companies we take great pride in supporting communities and helping our neighbors. At our Atlanta Plant, the team regularly volunteers at the local food bank. During this trip, our team of volunteers bagged 10,000 pounds of food.

Women in Construction Week

In support of Women in Construction Week, Luck Companies sponsored and helped NAWIC group in Columbia (Chapter #113) complete their service project at the local Sistercare office. Sistercare provides help and advocacy for domestic violence survivors and their children through community awareness and training.

Supporting Local Food Distribution

The Luck Stone Kershaw Plant was proud to give a $10,000 donation to the United Way of Kershaw County. With the gift, Kershaw County has been able to expand the number of stops the Mobile Nutrition Center makes to distribute fresh produce and wellness education to the community.

Meet Our People

  • Linwood Thomas
    Director, Greenfield Development

    Linwood Thomas has been with Luck Companies since 2023 and leads the Mid-Atlantic’s Greenfield Team’s growth efforts in Virginia and North Carolina. He graduated from George Mason University with a degree in Communications, Public Relations. Linwood has spent over 15 years working in local government with a focus around economic development where he helped facilitated the creation of new jobs and capital investment to the tax base along with supporting the growth of small businesses. Linwood is leading the project team in navigating the permitting process at both the state and local level. He resides with his son in Hanover County.

  • Howie Long
    Greenfield Development Manager

    Howie Long has been with Luck Companies for 13 years. He is a graduate of Virginia Tech University with a degree in City/Urban, Community and Regional Planning. As a real estate development and planning professional, he has over 20 years of experience in both public & private sector planning, land acquisition and construction/project management. At Luck, Howie has worked on both their real estate development and greenfield growth teams. Within this role, his focus for this project consists of land acquisition, contract creation, property due diligence, planning and zoning, government relations and project permitting.

  • Lindsay Hart
    Community Engagement Specialist

    Lindsay Hart has been with Luck Companies for 12 years. She began her career in the scale office and later transitioned to the product support team, where she gained hands-on experience testing stone and soil products for both Luck Stone and Luck Ecosystems. In her current role as Community Engagement Specialist, Lindsay is committed to building meaningful relationships and educating the public about safe, responsible quarrying practices. She attended Virginia Commonwealth University, lives in Louisa County, and has deep roots in Hanover County, where she was born and raised. Her local insight and passion for preserving the region’s rural character are invaluable to her role in this project, where she helps foster understanding and collaboration between Luck Companies and the surrounding community.

  • Abel Parker
    Director, Risk Management

    Abel Parker joined Luck Companies in 2000 and currently serves as the Director of Risk Management, providing leadership to Luck’s Risk Management, Facilities, and Aviation departments. The Risk Management team is responsible for leading and influencing Luck Company’s industry leading Safety, Health, and Environmental Compliance programs. His team is also responsible for more traditional Risk Management related topics including managing the company’s corporate insurance program and contract review. Abel is active with the National Stone, Sand and Gravel Association, having served as the chairman of the Safety and Health committee and Chairman of the NSSGA/MSHA alliance. He is also the current president of the Virginia chapter of the Risk Management Society. Abel has a BS in Biology/Environmental Science from The College of William and Mary and achieved his ARM certification in 2019. He lives with his wife Angie and their three children in Hanover County.

  • Mark Williams
    Environmental Manager

    Mark Williams has been with Luck Companies for 19 years. He graduated from Randolph Macon University and currently leads a team to ensure permitting compliance across our entire footprint while offering continual training to all associates of the company. Through this work Mark shares our company’s value of environmental stewardship with the community through our efforts in the schools, organizations, and recycling efforts. For this project, Mark will lead our efforts to obtain the necessary environmental permits, including water discharge, air quality emission and potential wetland stream impacts. During the permitting process, we also ensure that impacts to endangered species and cultural resources are minimized. Following completion of the permitting process, our team will submit required documents to the Virginia Department of Environmental Quality and lead the sites efforts in our Environmental Management System. Mark resides with his wife in Hanover County.

  • Chuck Stilson
    Director, Quarry Design & Development

    Chuck Stilson is a registered Professional Engineer in the state of Virginia and a Founding Registered Member of the Society of Mining, Metallurgy & Exploration. He holds a bachelor’s degree in Mining Engineering and a master’s degree in Geology, both from the University of Alabama, as well as an MBA from Temple University. Chuck has over 25 years of experience in the mining industry and has held a variety of roles with responsibilities including technical support, project management, and operational management. He joined Luck Stone in 2016 and currently leads the Quarry Design and Development team, overseeing mining and civil engineering, geology, surveying, drilling, blasting, rock breaking, riprap production, and site earthworks. Chuck serves as Luck Stone’s technical lead on the project.

  • Tony Gilman
    Regional Operations Manager

    Tony Gilman serves as Operations Manager for Luck Stone’s Central Region, overseeing operations from Richmond to Norfolk. With 24 years at the company, he brings deep experience and a strong commitment to operational excellence. A graduate of Patrick Henry High School and Liberty University, Tony and his wife are lifelong residents of western Hanover County. He leads operations for this project, drawing on his regional expertise and longstanding leadership.
