The hospitality and rural charm of Edgefield are evident from the moment you enter the community. At Luck Stone, our quarry development north of Woodlawn Road is thoughtfully designed to preserve that charm by dedicating over 40% of our property to open space. Approved by state and county officials in late 2024, this project reflects our commitment to responsible growth, and we look forward to being an active and engaged member of the Edgefield community for years to come.

We have permitted a quarry along Woodlawn Road in southeastern Edgefield County, which will offer high-quality rock in close proximity to existing and future infrastructure. Our goal is to invest in the region by providing essential construction aggregate and exploring agricultural real estate opportunities that support responsible growth in Edgefield and the surrounding counties.

Throughout the entire process we meet with community members at every level to discuss the positive economic impact of a new proposal, the perceived impact, and the actual impact. This conversation continues beyond these 6 steps as we make sure to keep everyone engaged as partners from the local to the state and federal level.

Identify Land

We develop relationships with large landowners in our markets to determine if they are a good fit for quarry use - including a location that allows for convenient truck service to our markets, or access to rail or water provider service to those markets.

Establish Geology

If determined that the best use of the property or highest need for community growth is an aggregate site, we must confirm that the areas have viable geological resources. These studies entail taking samples of materials for testing to ensure that the stone meets stringent quality & property standards that facilitate the production of construction grade aggregates. This process includes drilling, lab testing, and subsurface mapping.

Due Diligence

Our due diligence activities are vast and focus on understanding environmental, cultural, and habitat attributes within the property. Additionally, we research county planning documents, adjacent and nearby properties and development patterns. Many of these investigative activities are applicable to local, state, & federal permitting. However, all of this learning is employed for consideration and design to ensure that our proposals ensure responsible actions for the uses and that we are being a steward of the land in support of communities.

In-person Visit

Once access to a cleared property has been obtained, we make contact and request a site visit. An initial tour of the property will identify land characteristics that indicate the presence of aggregates. We will also drill to establish both depths of overburden (dirt or unsuitable rock) and the quality of the material.

Acquire Permits

Once a site is determined to be a viable source of construction grade aggregate, we proceed with the permitting process, including extensive conversation with the community about our operations and the specifics of our plans. To date, every application we have undertaken has significantly benefitted from public input. We also plan for future reclamation of the property to include water storage reservoirs or land development.

Plan for Operations

When a permit is received, we begin planning for operations, including hiring local engineers, surveyors, site work contractors and others to build plants and infrastructure, as well as hiring associates for operation of the facility.

We use a mix of technology and relationships to identify large parcels of land that have potential for our desired uses. Qualities that we look for include:

300 acres or more to ensure appropriate buffers
Proximity to demand for our products
Geology that has potential to create quality Department of Transportation or environmental performance products
Access to a capable transportation network (road system, rail, etc)

In Edgefield, we identified an ideal location on the northern side of Woodlawn Road based on the qualifications listed above. The site we are excited about can be found between the McCormick County line and Sportsman’s Corner.

Following due diligence and gaining confidence in the property having characteristics that would make our desired use viable, we want to share with community members and neighbors about our project and answer questions. This often could look like a one-on-one meeting with neighbors or an informational booth at the Farmer’s Market.

State and Local Permitting usually requires 12 months from application.

Once a site is determined to be technically viable, we proceed with the appropriate permitting. Our desired Quarry Mining Use for the site in Edgefield County is regulated on both a local and state level.

Mining is outlined as a use that requires a Conditional Use permit. This permit requires Luck to illustrate that our plans will meet a number of design criteria that have been defined by the county. Our adherence to these regulations will be voted on by the Edgefield County Planning Commission and approved by the Building and Planning Department.

A quarry is regulated in South Carolina by the Department of Health and Environmental Control (DHEC). An application to DHEC by Luck was made on March 18, 2024 and is currently being reviewed by the agency. They are expected to open public comment and host a public meeting and hearing in the coming months.

Fairfield County’s Town of Ridgeway Parade

Our closest township to our Fairfield plant is Ridgeway, which hosts an annual Christmas parade. An important component of celebrating our rural community is supporting outdoor family time. Parades provide that perfect opportunity for Luck associates to join in the fun.

Chester County’s annual MLK Parade

Luck Companies looks for ways to promote a more inclusive world. Participating in Chester’s Martin Luther King, Jr. parade each year brings out the best in all of us.

Spartanburg County Cupcake Fun

When it comes to learning about mining in school, you can have your cake and eat it, too. Luck associates enjoy presenting the mining industry to students and then challenging them to decide whether their potential mining site (a cupcake with multiple layers of color) is suitable for a future quarry. Their reward for completing this task is consuming their sweet treat!

Our new neighbor in Saluda County

Wesley Chapel on Double Bridges Road sits near the entrance to our future site in Saluda County, SC. Its beautiful granite outcroppings will frame a future parking lot, play area, and gathering place, which will be designed in partnership with the church and available to parishioners and their neighbors, families, and friends.

Thanksgiving Dinner for Enoree Residents

Our Enoree neighbors were hit hard by Hurricane Helene in the fall of 2024. By late November, things still hadn’t completely turned around. Local Luck associates joined up with church volunteers to prepare and serve a community dinner to over 100 residents.

Edgefield County Summer Camps

In Edgefield County, Luck sponsored the first countywide summer camp program, which featured the arts and outdoor sports. This mural, painted by students in the first week of camp, kicked off a summer of “Loving the Outdoors.”

Saluda County’s Food Distribution Program

Each month, Luck associates join other community members to organize bags of fresh produce, grains, and canned goods for distribution to approximately 150 families in Saluda, SC and neighboring counties.

Chester County STEM Night

Luck Companies is about more than stone. In fact, we are all about igniting human potential. At STEM events, we often bring along an electric table for hands-on learning about how electricity is used not only in our plants but in so many other careers.

In support of Women in Construction Week, Luck Companies sponsored and helped NAWIC group in Columbia (Chapter #113) complete their service project at the local Sistercare office. Sistercare provides help and advocacy for domestic violence survivors and their children through community awareness and training.

Supporting Local Food Distribution

The Luck Stone Kershaw Plant was proud to give a $10,000 donation to the United Way of Kershaw County. With the gift, Kershaw County has been able to expand the number of stops the Mobile Nutrition Center makes to distribute fresh produce and wellness education to the community.
